I recently saw some kids making candles at a fair and the image stayed with me. (I would never be able to get a hand-dipped candle to come out looking as straight as the ones here; homemade ones generally end up really bumpy and wobbly.)
Yes, it's Lucius! I subscribe to the headcanon that he was the "father" who ran the orphanage in FE6; I like how it provides closure for his story, even if it is sad. (And the one you don't recognize is Chad. )
